Louise Burns Co-Founder, President and COO Louise is currently the Co-Founder, President and COO of BCS. She successfully launched BCS in 2008 to provide risk management compliance services through combining her extensive industry expertise with practical systems and methodologies. Louise created and structured BCS from the ground up and was responsible for all operational facets of the corporation including managing and scaling workflow processes, IT, and human resources. Louise brings 30 years of operations leadership to BCS having served as EVP, Business Development and COO for Browz Group, LLC, a SaaS vendor pre-qualification service, and Merrill Lynch as Assistant Vice President of Investor Relations and Transfer Operations. She was awarded the Merrill Lynch Special Achievement award for her accomplishments during her tenure at the company for simultaneously increasing investor satisfaction, quality and profit returns. Director of HR
James started with Business Credentialing Services, Inc. in June of 2012 managing the Human Resources department. James manages the recruitment, retention, staffing, training and employee relations for BCS. James has been pivotal in making BCS an incredible place to work through creating employee perks, setting up office and company events, and shaping a positive employee experience working for BCS. James is a graduate of Rutgers University with a Bachelor's Degree in Human Resource Management and a Bachelor's Degree in Labor Studies Employment Relations.

Susan Gallagher joined BCS in June 2016 from York Street Capital Partners, a mezzanine private equity firm, where she led the finance functions since 2011 as the firm's Controller and since 2005 as Assistant Controller. At BCS, Ms. Gallagher is responsible for the finance, accounting and treasury functions of the company. She works closely with all aspects of the business in her role at BCS.
Earlier in her career, Ms. Gallagher was a Financial Analyst in the Controller’s organization of AT&T Capital Corporation, responsible for the consolidation of the Company’s two international portfolios. Prior to joining AT&T Capital, Ms. Gallagher was a Senior Audit Associate with Price Waterhouse Coopers (formerly know as Coopers & Lybrand) where she worked with diverse clients, including AT&T Capital Corporation.
Ms. Gallagher is a graduate of Albright College with a B.S. in Accounting. She is a New Jersey Certified Public Accountant. Outside of work, she enjoys spending time with family and friends, plays tennis, has volunteered extensively in her four children’s school district for 21 years, enjoys travel and follows BIG10 sports. She also enjoys travelling, having visited most US states. Susan has volunteered in school district/community on many boards, including: PTO Co-President, Treasurer and other board positions, softball coach, Girl Scout and Boy Scout leader, Panther Athletic Club Treasurer, as well as other district committee positions. David Gubbay is the CEO of BCS, where he leads the company’s growth strategy and product innovation initiatives. Prior to this, David managed the Sales & Marketing team for the company and also forged key strategic partnerships within the insurance industry. Under his direction, the company’s client acquisition results increased fourfold and made BCS the sole-source provider to some of the largest Fortune 500 companies.
Before being recruited by BCS, David worked in London for a top tier investment bank. Born and raised in Europe, David speaks English, French, Spanish and Mandarin Chinese, fluently. He received a bachelors degree from Imperial College London and later a joint masters degree from HEC Paris and Ecole Polytechnique, where he majored in quantitative finance and economics.
Outside of work, him and his wife spend their time raising their daughter and remaining heavily involved in volunteer work for their church organization, as well as local community service. Connect on LinkedIn
Director of Process Control
Born in Brooklyn and raised in the Princeton, NJ area, Daniel Kostiw is a versatile process improvement specialist who brings a vast array of skills to the table. As Director of Process Control, he is primarily responsible for business operations strategy, performance metrics, and data management.
After graduating with honors from the Rutgers Business School with a B.S. in Finance, Daniel began his career as a compliance analyst at BCS. Recognized for his talent almost immediately, he quickly became an IT project manager and served as a product innovation leader while overseeing technology improvement initiatives from start to finish.
His role gradually expanded and he eventually led some of our most complex client implementations, collaborating intimately with several of our most valued Fortune 500 clients. Having made significant contributions across all functions of the business, Daniel is well-known throughout BCS for his leadership, integrity, and problem-solving ability. Connect on LinkedIn
Marta Marques Implementation Manager Marta Marques is an implementation manager who works with clients to transition them from their current COI tracking process into the BCS App database. She ensures that all clients get the most value from their business data and the BCS App. Marta has worked at BCS since August of 2011 where she began as an analyst, moved up to become an account manager and two years ago came into her current role as an implementation manager. Jonathan Burns Director of IT Jon began working at Business Credentialing Services, Inc. in the fall of 2009. He has worked at the company in almost every capacity, starting as an analyst nearly 10 years ago. He now assumes the position of the Director of IT and is responsible for client-technology relationships, internal IT infrastructure, and managing the software engineers that maintain and extend BCS’s proprietary software platform - the BCS App. Jon is a graduate of Ramapo College with a Bachelor's Degree in Computer Science with a minor in Mathematics. Vin Luizza Operations Manager As the Operations Manager, Vincent Luizza is responsible for ensuring account managers appropriately manage their BCS insurance analyst staff and clients. He helps develop and improve process procedures with BCS clients and helps keep a strong relationship between account managers and their clients. His primary goal is to provide exceptional service and has a great deal of experience working with a variety of clients. He received his BA in Literature from Ramapo College of NJ and has been with BCS since October 2012 where he began as an analyst and has moved up over the years to his current position since 2016.
